Albania Appoints World’s First AI Minister ‘Diella’ to Fight Corruption

Artificial intelligence, which is rapidly spreading in every field, has now entered politics as well. Albania has become the first country to appoint an artificial intelligence-generated "minister" ‘Diella’ to tackle corruption.

• The world’s first AI ‘minister’ Diella in Albania will be an AI-generated bot, managing and allocating all public tenders for government projects, with the aim of increasing transparency and reducing corruption.
• Before this, the Ministry of Foreign Affairs of Ukraine introduced the world’s first AI-generated avatar as its digital spokesperson, named - Victoria Shi. The name "Victoria Shi" is a combination of the English word "Victory" and "Shtuchnyi Intelekt" (the Ukrainian word for artificial intelligence).
• Albanian Prime Minister Edi Rama said that Diella is the first (government) member who is not physically present, but virtually created by artificial intelligence.
• After a decisive electoral victory in May, while unveiling his new cabinet during a meeting of the Socialist Party, Rama introduced the new "member" Diella, which means "sun" in the Albanian language.
• Prime Minister Rama said that Diella will manage all decisions related to public tenders, ensuring that they are "100 percent corruption-free and that every public fund submitted in the tender process is completely transparent."

• As a virtual assistant In January, Diella was initially introduced as an AI-powered digital assistant, designed to look like a woman wearing traditional Albanian clothing.
• Its purpose was to help citizens navigate the official e-Albania platform, which provides access to documents and services.
• According to government statistics cited by AFP, Diella has so far helped issue 36,600 digital documents and has provided nearly 1,000 services through the platform.
• Public tenders in Albania have historically been at the center of corruption scandals. The country has become a hub for international criminal networks laundering profits from drug and arms trafficking, and allegedly corruption has reached senior levels of the government.
