Centre Sanctions Rs 1,066.8 Cr Relief to 6 Flood-Hit States in India

The central government has sanctioned Rs 1,066.8 crore as relief to the flood-hit six states of  Mizoram, Meghalaya, Manipur,Assam, Uttarakhand and Kerala . The states have been severely affected by the south-west monsoon rains, resulting in massive floods and landslides, causing widespread destruction.

Break Up of the Central Government Flood Relief 

Share of the six states in the Rs 1066.80 crore relief is as follows:

Assam -  Rs. 375.60 crore,

Manipur - Rs. 29.20 crore,

Uttarakhand - Rs 455.60 crore,

Meghalaya - Rs 30.40 crore,

Kerala -  Rs. 153.20 crore,

Mizoram- Rs 22.80 crore

The fund has been provided to the states as the Central share from the State Disaster Response Fund (SDRF).

Other Financial Assistance 

In the current fiscal year 2025-26, the central government has so far released Rs. 6,166.00 crore from the State Disaster Relief Fund (SDRF) to 14 states.

Also, 12 States have received Rs 1,988.91 crore from the National Disaster Mitigation Fund (NDMF).

From the State Disaster Mitigation Fund, Rs 726.20 crore assistance has been provided to five states, and two states have received Rs 17.55 crore assistance from the NDRF.

About NDRF and SDRF

The Disaster Management Act, 2005, provides a framework for the management of disasters in the country. It provides for the setting up of a National Disaster Response Fund (NDRF) and a State Disaster Response Fund for every state in India .

These dedicated funds are the primary funds available to the government to deal with disasters.

The allocation of funds under SDRF and NDRF is based on the recommendations of the  Finance Commissions.

State Disaster Response Fund (SDRF)

Every state has to constitute an SDRF under Section 48 (1) (a) of the Disaster Management Act, 2005.

The fund is used to provide immediate relief to the victims of floods, landslides, droughts, earthquakes, fires, tsunamis, hailstorms, avalanches, cyclones, cloudbursts, pest attacks, frost and cold wave disasters.

Funding 

For the general category states, the central government's contribution is 75 % and the state government’s is 25%.

For special category states of the North East, Uttarakhand, and Himachal Pradesh. In the Union Territory of Ladakh and the Union Territory (UT) of Jammu and Kashmir, the central government's contribution is 90 % and the state/UT government’s is 10%.

National Disaster Response Fund (NDRF) 

• The NDRF has been set up by the central government and is fully funded by the central government.
• It is used to provide funds to the state if the SDRF does not have adequate funds to deal with natural disasters.
